Troop T Commander
Rotterdam, NY – On March 5, 2023, at approximately 2:05 a.m., State Police encountered a 2004 Subaru Legacy traveling westbound in the eastbound lane on I-90 in the town of Rotterdam. Troopers were able to avoid a head-on collision by swerving onto the right shoulder. The Subaru came to a stop in the center median. When Troopers approached the vehicle, the passenger remained in the car while the driver fled on foot. The driver, Conor T. Moan, 25, of Greenville, NY, was taken into custody a short time later, near the exit 26 (Schenectady) ramp. The passenger was not charged.
Further investigation determined that Moan had a revoked non driver ID and was intoxicated. He was transported to SP Fultonville where he refused to give a breath sample. Additionally, Moan has a previous DWI conviction within the last 10 years. As a result, he was charged with Driving While Intoxicated and Aggravated Unlicensed Operation 1st degree; both Class E Felonies, Reckless Endangerment 2nd degree, Resisting Arrest, Obstructing Governmental Administration 2nd degree, and Reckless Driving; all Misdemeanors.
Moan was turned over to a sober third party and released on appearance tickets returnable to the Town of Rotterdam Court on March 30, 2023.
